Plugin: Advertisement Mgr.
This plugin should seamlessly allow the blogger to add varying sized banners, adwords scripts (or something similar) to the typical areas found on a blog. Near the header, near the footer, the right/left nav and an inline ad within a particular blog post.

As Adam already mentioned, it is too bad people who want to use the plugin need to edit their template files. Maybe that is the actual question: "add events to a lot of extra places in the templates"!
Though it's not perfect, I used SideNote to inject ads into my sidebar. If you modify your template, you can inject those ads anywhere in your theme that you need. Take a look at it here: http://www.visual28.com/articles/sidenote
The problem with this idea is that there are not events broadcast at these locations, so it would require modifying your skin.
